Job Overview

The HR Business Partner (Manager) provides strategic and operational HR support to commissary operations. The role ensures that workforce programs, employee initiatives, and HR processes effectively support business objectives and long-term organizational growth.

Key Responsibilities

Talent Supply Planning

  • Support workforce planning by validating manpower requirements, identifying talent gaps, and coordinating with external talent sources.

Performance & Competency Management

  • Align divisional goals with organizational targets.
  • Manage competency frameworks and support competency assessments across the workforce.

Assessment & Selection

  • Conduct candidate screening, profiling, assessments, and interviews.
  • Facilitate timely onboarding by coordinating with relevant departments.

Learning Design & Development

  • Lead the planning, rollout, and evaluation of employee development programs.
  • Ensure compliance with training documentation and maintain complete learning records.
  • Coordinate with Corporate HR and external training providers.

Job Evaluation & Policy Clarification

  • Conduct initial job evaluations and endorse results to Corporate C&B for implementation.
  • Provide guidance on compensation and benefits policies and processes.

C&B Delivery & Issue Resolution

  • Assist employees with benefits availment and resolve payroll- and benefits-related concerns to ensure smooth service delivery.

Employee & Labor Relations

  • Develop engagement, wellness, and CSR programs.
  • Handle disciplinary cases, investigations, and employee concerns with fairness and due process.
  • Coordinate with government agencies to ensure compliance with labor laws and regulations.

HR Financials & Compliance

  • Monitor HR budget utilization in line with KRAs.
  • Ensure adherence to company policies, safety standards, and regulatory requirements.

Qualifications

  • Bachelors degree in Human Resources, Psychology, or related field.
  • At least 45 years of HR Business Partnering experience in a managerial capacity.
  • Preferably with exposure to multinational companies or large-scale manufacturing environments.
  • Strong background in recruitment, talent management strategies, and people development.
  • Demonstrated ability in training facilitation for managers and employees.
  • Strong organizational, analytical, and communication skills.
